Canadian Immigration will introduce Expression of Interest (EOI) just like Australia & New Zealand


Toronto, November 16, 2012 — Federal, provincial and territorial (FPT) immigration ministers pledged today to create a fast and flexible immigration system designed to advance Canada’s economic growth and competitiveness, and respond to regional labour market needs.

Following a two-day meeting, FPT Ministers committed to work together to develop and implement an Expression of Interest (EOI) model for Canada, similar to a model currently in place in New Zealand and Australia. EOI will help transform Canada’s immigration system into one that is more responsive to labour market demand, by providing opportunities for FPT governments and employers to access a pool of skilled workers.


Mr Kenney says that the changes he had announced would help Citizenship and Immigration Canada (CIC), his governmental department, to eliminate the backlog in the Federal Skilled Worker Class completely by the end of 2014 and allow the introduction of an 'Expression of Interest' system similar to that which is operated by the Australian immigration authorities. It is expected to be known as the Federal Skilled Worker Pool. Mr Kenney said 'the government's number one priority remains the economy and job growth. Immigration backlogs are detrimental to our ability to attract the world's top talent.


FPT Ministers committed to a three-year Action Plan to achieve their Joint Vision of an immigration system that attracts, welcomes and supports newcomers to join in building vibrant communities and a prosperous Canada. Given that immigration is a shared jurisdiction, the Ministers agreed to FPT roles, responsibilities and accountabilities to inform work under the Vision Action Plan.

Under the Canada-Québec Accord relating to immigration and temporary admission of aliens, Québec fully assumes sole responsibility for establishing immigration levels, and for the selection, francization and integration of immigrants. In areas under its responsibility, Québec develops its policies and programs, legislates, regulates and sets its own standards.

New Canadian Immigration Plan 2013


The Government of Canada will maintain record levels of immigration to support economic growth in 2013, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today.

“Our Government’s number one priority remains economic and job growth,” said Minister Kenney. “Newcomers bring their skills and talents, contribute to our economy and help renew our workforce so that Canada remains competitive on the world stage.”

According to Citizenship and Immigration Canada (CIC)’s 2012 Annual Report to Parliament on Immigration tabled today, CIC plans to admit a total of 240,000 to 265,000 new permanent residents in 2013, for the seventh straight year. This represents the highest sustained level of immigration in Canadian history.

In particular, the 2013 Immigration Levels Plan makes room for the rapid growth in the Canadian Experience Class (CEC). The CEC, which was created in 2008, facilitates the transition from temporary to permanent residence for those with high-skilled work experience in Canada, including international students and temporary foreign workers. Admissions under the CEC have increased from about 2,500 people in 2009 to more than 6,000 in 2011, with more expected this year than ever before. In 2013, CIC intends to accept a record high of up to 10,000 permanent residents through this popular program.

“Immigration plays a vital role in our country’s long-term prosperity,”said Minister Kenney. “Our 2013 Immigration Plan will build on our economic success by bringing in more of the world’s top talent who already have a successful track record in Canada.”

Every year, CIC consults with provinces, territories and public stakeholders across Canada to develop a balanced immigration plan. Besides stakeholder consultations, the Canadian public is invited to participate through online consultations on immigration levels and mix. This year, for the first time in Canadian history, CIC consulted with key Aboriginal groups.

CIC’s 2013 planned admission ranges for other immigration programs will be released in the coming days.

Canada postpones announcement of new points based Immigration System




The Canadian press expected the government to unveil further details of its reforms to the Federal Skilled Worker Program at the end of October this year. It now seems that details of the changes to the points system for rating skilled immigrants who apply for a visa under the Federal Skilled Worker Class program. will not now be announced until January 2013.
Jason Kenney, Canada's immigration minister announced the suspension of the Federal Skilled Worker Class in July this year. He also said that the system would be revised and reopened, probably in January 2013.

In August 2012, Mr Kenney announced that, under the new system:

• Greater importance will be attributed to youth
• Greater importance will be attributed to aptitude in English and French, Canada's two official languages
• Greater importance will be attached to work experience in Canada and less importance to work experience elsewhere
• Points will be awarded for the language skills of the applicant's spouse
• A new system for verifying the value of foreign qualifications will be established
• A new 'skilled trades' stream will be established because of a shortage of skilled tradespeople in Canada
The details will now remain unclear until the new year.
